City of Frisco Urges Rapid Expansion of EV Charging and Backup Power Systems

To meet rising EV adoption and future energy demands, the City of Frisco is calling for a rapid expansion of EV charging infrastructure. These initiatives aim to future-proof Frisco’s transportation network, support clean energy goals, and ensure reliable charging access for all residents—positioning the city as a regional leader in smart energy infrastructure.

As electric vehicle (EV) ownership surges and North Texas faces increasingly extreme weather conditions, the City of Frisco is officially calling for a city-wide energy infrastructure expansion. City leaders are urging public and private stakeholders to accelerate the deployment of home EV charging systems and backup power solutions, such as Generac generators, to protect homes, businesses, and critical services.

This initiative comes amid warnings that Frisco’s current grid infrastructure is not prepared to handle projected energy demand, fueled by explosive population growth, rising EV adoption, and weather-related blackouts.

EV Charging: A Rapidly Growing Need

Frisco is experiencing one of the highest EV adoption rates in the state. However, the city lacks a coordinated plan to ensure every resident has convenient access to home and public charging infrastructure. With over 15,000 EVs now registered in Collin County and that number expected to triple by 2030, city officials say proactive planning is critical.

“Our residents want to embrace clean transportation, but they need the infrastructure to do it,” said a Frisco Energy Task Force representative. “Without sufficient home and public EV charging, we risk straining the grid and stalling progress.”

Residential Installation of Level 2 EV Chargers

As EV adoption accelerates in Frisco, access to Level 2 residential chargers is becoming essential for daily convenience and grid efficiency. Level 2 chargers (240V) offer significantly faster charging than standard outlets, providing 25–40 miles of range per hour and enabling overnight full charges.

The City of Frisco encourages:

New construction mandates requiring EV charger-ready wiring in all single-family and multi-family developments

HOA policy revisions that prevent unreasonable restrictions on EV charger installation in townhomes and condos

Public-private partnerships with local electricians, such as ABR Electric, to offer installation packages that include permitting, code compliance, and homeowner training

Low-income support programs to help make residential EV charging more accessible to all residents

Incentives and Rebates for Homeowners and Developers

To promote faster adoption, the city is proposing a localized EV Charging Incentive Program to complement federal tax credits and utility rebates.

Rebate vouchers of up to $1,000 for homeowners who install a Level 2 charger with a licensed contractor

Permit fee waivers for EV charger installations within city limits

Green building certification incentives for developers that pre-wire garages and parking spaces for future EV charging

Partnerships with local dealerships to bundle charger installations into EV purchases

Coordination with CoServ and Oncor to align residential incentives with regional grid needs and peak-load planning

Public charging availability plays a key role in both equity and convenience, especially for apartment residents, renters, or commuters without private garages.

Frisco’s proposed charging expansion plan recommends:

Installation of Level 2 and DC Fast Chargers at high-traffic public locations including:

City parks and recreation centers

Public libraries and civic buildings

Downtown parking areas and entertainment districts

School campuses, universities, and park-and-ride locations

Partnering with major retailers, malls, and grocery chains for semi-public charger hubs

Integrating chargers into future zoning and transportation planning for mixed-use developments

Deploying solar-powered charging stations in city parks to align with clean energy goals

Permitting Reform to Accelerate Charger Deployment

One of the primary bottlenecks in EV infrastructure development is the time and complexity of securing permits. The City of Frisco is actively exploring reforms to streamline this process for both homeowners and contractors.

Key initiatives under consideration include:

A “Fast Track” permit process for residential Level 2 EV charger installations under 80 amps

Pre-approved installation guidelines for electricians to speed up approval times

Same-day virtual inspections for simple installations to reduce wait times
